UST Tank Information forms are not current in CERS. -The new oil tank form states the tank uses a gravity piping system. According to the monitoring plan, the new oil tank uses a safe suction system. -The tank forms for all four tanks list the vent and vapor recovery pipes as having steel primary piping and fiberglass secondary piping. Fiberglass primary piping was observed in the sumps. Any change of information must be updated in CERS within 30 days of the changes. Immediately log into CERS, update the required information, and submit for review by the EHD. This is a repeat violation, Class II. 105 CCR 2632(d)(1), 2634(d) Failed to have an approved UST monitoring plan. The monitoring plans are not current and/or not approved by the EHD. -The monitoring plan for the new oil tank incorrectly states the secondary containment is liquid-filled. The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class II. 110 CCR 2637(e), 2637(f) Failed to submit"Secondary Containment Testing Report Form"within 30 days after the test. Secondary containment testing was performed on 1/5/18 and a test report was submitted on 3/1/18, one month late. A copy of the test report must be submitted within 30 days of the tests. Take all necessary precautions to ensure testing and submittal of test reports are performed in a timely manner. This is a minor violation. 121 CCR 2712(f) Failed to submit a written response within 30 days of receiving an inspection report. An inspection was last done on 1/4/18 and an inspection report was issued identifying information to be submitted to bring this site into compliance. This information was required to be submitted by 2/3/18. This information was received late, on 5/7/18 for most violations and 5/11/18 for the spill container violation. An operator that receives an inspection report shall have 30 days to submit a written response that includes a statement documenting corrective actions taken or proposing corrective actions which will be taken. Ensure that a written response documenting corrective actions taken or proposed is submitted within 30 days of receiving an inspection report. This is a repeat violation, Class II.
