SAN JOAQUIN COUNTY <br />ENVIRONMENTAL HEALTH DEPARTMENT <br />600 East Main Street, Stockton, California 95202-3029 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.smgov.org/ehd/unitiii.htmi <br />CONTINUATION FORM <br />Page: 6 of 9 <br />OFFICIAL INSPECTION REPORT <br />Date: 11/09/11 <br />Facility Address: California Specialty Cheese 14253 South Airport Way, Manteca <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />- Outdoor open wooden storage area located NW of property: several flammable paint cans, 55 gallon <br />cardboard drum of SB -Micro Zyme P-300 powdered enzyme cleaner, 55 gallon cardboard drum of <br />Micro-Kleen P granular alkaline cleaner, two 1 gallon container of lodafect, two 1 gallon container of <br />TNEMEC protective coating, one 5 gallon white container labeled liquid caustic storing dark liquid <br />- Outdoors by the former waste water treatment system: one white poly 55 gallon storing 1/3 dark liquid, <br />two blue 55 gallon open top drums laying on its side storing white hard foamy substance <br />- Ammonia Compressor room: oily absorbent on the floor adjacent to the bucket and pan of used oil <br />Immediately make a hazardous waste determination for the no longer used chemicals and unknown <br />items, and manage it according to the Title 22 hazardous waste regulations. Submit a statement and <br />supporting documentation explaining how this waste was managed. <br />301. Facility failed to minimize the release of HW. <br />- Outdoors Compressor area: is a Quincysep Oil/Water Separator equipment that is discharging oily <br />yellow liquid into a 5 gallon open container which had overflowed onto the ground into a nearby drain. <br />Adjacent to the 240 gallon used oil tank is a spill pallet that has dark staining surrounding it on the gravel <br />due to overflow and spillage of waste oil. <br />- Forklift battery charging area/ Cold Storage: on the concrete floor are dried residues of spill lead acid <br />from overcharged batteries. <br />Facilities shall be maintained and operated to minimize the possibility of fire, explosion, or any <br />unplanned sudden or non -sudden release of hazardous waste or hazardous waste constituents to air, <br />soil or surface water which could threaten human health or the environment. Any spillage of lead acid <br />must be contain, neutralized and waste placed into a properly labeled container. Correct immediately by <br />removing all spilled hazardous waste residues and manage it according to Title 22 hazardous waste <br />regulations. <br />305. Failed to maintain all communication/ alarm systems, spill control or decontamination equipment. <br />- Outdoor adjacent to 240 gallon used oil tank: The spill pallet is overflowing with waste oil.
