• Mr. Steve Sasson Project 22794-100.001
August 10, 1998
Page 5
vicinity of the Port of Stockton fuel distribution facilities indicates that the secondary
MCLS for TDS, chlorides and sulfate are exceeded (Pacific Environmental Group,
August 1996, Corrective Action Management Plan). Sodium levels also range from
220 to 660 mg/kg.
Regional Groundwater Impacts
TPHD detected in HydroPunch samples collected to the north and upgradient of the
former Safeway UST locations and in monitoring well MW-6 suggest other sources of
groundwater impact are present in the site vicinity. Numerous diesel USTs are located in
the site vicinity, and sewer mains present beneath Navy Drive have release coliform
bacteria to the first-encountered water-bearing zone In addition, the Santa Fe Pacific
petroleum pipelines are located within the utility easement along the southern edge of
Navy Drive, west of the Safeway site, and reportedly turn southward along
Fresno Avenue, approximately 1,500 feet west (upgradient of the site). Utility markings
observed during November 1997 indicated the petroleum pipelines continue east of
Fresno Avenue towards the Safeway site. The pipelines transnut fuel products to and
from petroleum distribution terminals located at the Port of Stockton, approximately
1% miles northeast of the Safeway site.
Heating oil for the military housing formerly located on the property would have been
transmitted by pipeline from the distribution terminals located at the Port of Stockton.
The pipelines represent an additional source of soli and groundwater impact.
The USTs, sewer mauls, and petroleum pipelines represent potential sources of diesel fuel
impacts to soil and groundwater. UST case sites located upgradient of the former
Safeway facility are shown in Figure 1 and are discussed in the following paragraphs.
PDM Strocal, 2324 Navy Drive. This site is located approximately 6,000 feet west
(upgradient) of the former Safeway facility. Diesel impacts to soil and groundwater were
assessed in 1987 through 1992. At the time of the UST removal, TPHD was reportedly
detected in a water sample collected from the excavation at 2,400 microgram per
liter (gg/L). Two monitoring wells installed at the site were sampled and did not contain
detectable concentrations of TPHD. The SJCPHS issued a case closure letter dated
March 1996 Neither well was installed to the east (downgradient) of the former UST
location
A W Haves, 2005 Navy Drive. This site is located approximately 3,500 feet west
(upgradient) of the former Safeway facility. This is an open UST case involving release
• from a 10,000-gallon diesel UST. The UST was removed and the facility is participating
SAONNPJZ2794\27941000 1CS-9811=smer'8 Emcon
Rev 0.8110/98
