East Avenue <br /> Fresno, CA 93721 <br /> REQUEST FOR NEW REPORT OF WASTE DISCHARGE, ZACKY & SONS LLC, POULTRY <br /> PROCESSING FACILITY, 1111 NAVY DRIVE, STOCKTON, SAN JOAQUIN COUNTY <br /> Thank you for discussing the status of your Stockton facility with me on 28 March 2013, and in <br /> previous communications over the last few months during the transition of facility ownership. It <br /> is my understanding that the above-referenced facility processes and packages meat products, <br /> and has an 800,000 gallon lined aeration pond used as part of a wastewater treatment process <br /> prior to off-site discharge under a permit from the City of Stockton Municipal Utilities <br /> Department. Long term use of any wastewater storage pond presents the potential for <br /> groundwater degradation. Because wastewater is treated in an on-site pond, Waste Discharge <br /> Requirements (WDRs) are required, per Section 13260 of the California Water Code. <br /> The RWD was submitted in response to a request from the Central Valley Water Board, dated <br /> 22 August 2007. Pursuant to staffs request, Zacky Farms submitted a Report of Waste <br /> Discharge (RWD), dated 2 January 2008 and a Workplan for Baseline Groundwater Study, <br /> dated 17 April 2008. However, it has been five years since the RWD was prepared, the facility <br /> ownership has changed, and shallow groundwater at the site has not been characterized. <br /> Therefore, the results of a groundwater assessment and an updated RWD are necessary to <br /> apply for WDRs for the site. <br /> An updated RWD is necessary to provide information on current facility operations and <br /> wastewater processes. A checklist of required Technical Information for a Report of Waste <br /> Discharge is attached to this letter. Section E of the attached checklist provides specific data <br /> reporting and analysis requirements as part of evaluating the potential for discharge to degrade <br /> groundwater quality. This information provides the basis for the Central Valley Water Board to <br /> develop practicable and reasonable WDRs for the facility. A completed and signed Form 200 is <br /> also attached and is necessary to provide current contact information for the facility. <br /> Below are comments on the previous RWD and Workplan for Baseline Groundwater Study: <br /> A description of wastewater treatment processes provided in the 2008 RWD included <br /> analytical data for untreated and treated wastewater samples collected in December <br /> 2007. Additional analysis of aeration pond water quality is necessary to characterize <br /> current wastewater characteristics.
