The data package submitted to your <br /> office on October 24, 1985 has the concurrence and the authorization of Mr. <br /> J.J. Elder, a registered professional civil engineer in the State of California, <br /> and states that the recovery system as installed is sufficient to accomplish <br /> the recovery. Furthermore, during the short period of the off-and-on operation <br /> of the recovery system, the pieziometric level of MW#10- dropped .28 feet from <br /> October 1 to October 12, 1985. The average pumping rate during this period <br /> was approximately 10,600 gpd with a maximum pumping capacity of 25,728 gpd• <br /> Still , a consistent radius of influence (cone of depression) could not be <br /> established due to the short pumping period and the seasonal rise of the un- <br /> confined groundwater table following the completion of the growing season. <br /> However, the positive effects of the recovery system were clearly seen in <br /> MW#10 and MW#13. ''Specifically, MW#10, which is located between the recovery <br /> well and the leak source, had an increase in phased fuel from 0.72 feet on <br /> October 1 , 1985 to 1 .67 feet on October 12, 1985. Also, MW#13, which is <br /> located beyond the recovery well from the leak source, had a decrease in phased <br /> fuel from 0.23 feet on .October 1 , 1985 to 0.18 feet on October 12, 1985. The <br /> amount of fuel recovered to date is approximately 25 gallons. <br /> As indicated by the monitoring data presented to you at our November 19, 1985 <br /> meeting, the amount of phased fuel in MW#10 and MW#13 has diminished to a slight <br /> film since your staff ordered the recovery system to be turned off on October 18, <br /> 1985. In addition, it should be emphasized that the information you have re- <br /> quested shall not have .an impact on the efficiency of the recovery system, but <br /> will only continue to delay the removal of the phased fuel and allow the soluable <br /> constituents to migrate further into the groundwater table. However, since you <br /> and your staff have reviewed the reports and feel the need for additional infor- <br /> mation, the following is submitted for your file: <br />
