<br /> 1 reviewed the Subsurface Investigation Workplan (Workplan) and the Monitoring Report Second
<br /> Quarter 2009 (2Q2009), received 3 November 2009 from your consultant ATC Associates, Inc. The
<br /> Workplan proposes installation of two 2" diameter groundwater monitoring wells along the northern
<br /> boundary of the site, one screened at approximately 80' to 90' below ground surface (bgs) and the
<br /> other screened approximately 130' to 140' logs, to complete delineation of the intermediate and deep
<br /> aquifer zones. Conductor casing will be advanced to eliminate cross contamination from the shallow
<br /> (both new wells) and middle aquifers (deeper well). The 2Q2009 states maximum groundwater
<br /> monitoring concentrations were total petroleum hydrocarbons as gasoline (TPHg), 4,200 micrograms
<br /> per Liter (ug/L); TPH as diesel (TPHd), 3,300 ug/L; benzene, 540 ug/L; toluene, 7.7 ug/L;
<br /> ethylbenzene, 660 ug/L; xylenes, 80 ug/L; methyl tert-butyl ether (MTBE), 7.4 ug/L; 1, 2-dichloroethane
<br /> (1, 2-DCA), 59 ug/L; and tertiary butyl alcohol (TBA), 23 ug/L. TPHd and 1, 2-DCA were detected in all
<br /> three (shallow, intermediate, and deep) aquifer zones; while TPHg, benzene, toluene, ethylbenzene,
<br /> xylenes, and MTBE were detected in the shallow and intermediate aquifer zones.
<br /> The Workplan is on hold, pending the results of the fourth quarter 2009 (semi-annual) monitoring
<br /> report, due 30 January 2009. If the fourth quarter 2009 results show declining contaminant trends in
<br /> intermediate and deep aquifers, then the Workplan will remain on hold until groundwater monitoring
<br /> shows a significant increasing trend in the existing intermediate and deep aquifers wells.
<br /> The groundwater monitoring will be reduced to the following: analyze and report only those
<br /> constituents detected in the last four quarterly sampling events (example: for JLM3, report only TPHg,
<br /> TPHd, benzene, ethylbenzene, MTBE, TBA, and 1, 2-DCA); with the exception of sentry wells JLM15,
<br /> JLM17, JLM18 and JLM19, which shall be analyzed annually during the second semi-annual event
<br /> (4th quarter) for all current constituents, except ethylene dibromide and ethyl tertiary-butyl ether, which
<br /> have never been detected in groundwater. Further sample reductions will be considered pending
