EL DORADO ST., FRENCH CAMP, <br /> SAN JOAQUIN COUNTY <br /> I reviewed the Well Destruction and Installation Inside Existing Conductor Casing Workplan <br /> (Workplan) submitted electronically by email attachment on 8 December 2008 by your <br /> consultant ATC Associates, Inc. (ATC). On 8 December 2008, Todd Hafner of ATC contacted <br /> me by telephone, and explained that new monitoring well JLM-21 appears to be "compromised', <br /> in that filter pack sand and formation sediments remain in the well after multiple attempts to <br /> develop JLM-21. ATC informed me that the San Joaquin County Environmental Health <br /> Department (SJCEHD) had conceptually agreed to reinstall the well under the existing well <br /> permit, and requested an expedited review. JLM-21 was constructed as a 2" diameter polyvinyl <br /> chloride casing well to approximately 69' below ground surface (bgs). A video camera revealed <br /> JLM-21 is blocked and filled with sediment to approximately 63' bgs. An 8.313" inside diameter <br /> conductor casing surrounds JLM-21 from surface to 63' bgs. The Workplan proposes drilling <br /> out the existing 2" well with an 8" auger to 71' bgs, and to reinstall JLM-21 through the <br /> conductor casing to 69' bgs, if the grout seal around the conductor casing remains intact. If the <br /> boring cannot be salvaged, then the conductor casing will be removed and the boring will be <br /> grouted up and a new boring/conductor casing will be installed near JLM-21 for the new well. <br /> Mike Infurna, with SJCEHD, listed the County requirements in the attached email. <br /> The Workplan is approved as necessary and appropriate. It is my understanding from <br /> conversation with Todd Hafner that the driller has taken responsibility for the reinstallation of the <br /> damaged well, and that the State Water Resources Control Board Underground Storage Tank <br /> Cleanup Fund should not be billed for this work. The SJCEHD and I were informed today that <br /> drilling will commence tomorrow.
