The EHD interprets'spinning'the conductor casing in the <br /> hardened grout during drill out as'compromised".Or better put,if the <br /> conductor casing spins(as in when the auger grabs the inner wall of the <br /> conductor casing),the EHD interprets the grout seal on the OUTSIDE of <br /> the conductor casing to be damaged and the well lost. This situation <br /> will prohibit the continuation of the drilling and NO PVC casing will be <br /> allowed to be installed in this casing/borehole. Anew well location <br /> must be used if the destroyed well is to be replaced. <br /> In the case of a'spun conductor case,the inside of the steel conductor <br /> casing is to be grouted from total depth of the original borehole plus <br /> 1-foot to the surface with.neat cement grout. This well destruction <br /> was not originally approved or permitted and as such,will require a <br /> well destruction permit application and$375 fee to be submitted to the <br /> EHD as soon as this condition presents.
