Seems ok.
Let me know what you think of these comments:
I'm not sure what ATC means by 'compromised', as noted on the top of page two. The
EHD interprets 'spinning' the conductor casing in the hardened grout during drill out as
'compromised". Or better put, if the conductor casing spins (as in when the auger
grabs the inner wall of the conductor casing), the EHD interprets the grout seal on the
OUTSIDE of the conductor casing to be damaged and the well lost. This situation will
prohibit the continuation of the drilling and NO PVC casing will be allowed to be
installed in this casing/borehole. A new well location must be used if the destroyed
well is to be replaced.
In the case of a 'spun conductor case, the inside of the steel conductor casing is to be
grouted from total depth of the original borehole plus 1-foot to the surface with neat
cement grout. This well destruction was not originally approved or permitted and as
such, will require a well destruction permit application and $375 fee to be submitted to
the EHD as soon as this condition presents. If the jammed auger cannot be
released/removed, the EHD and the CVRWQCB will be advised immediately. creates
additional problems and total depth cannot be reached, the EHD will determine the
best steps to be taken from that point on. The EHD and the CVRWQCB must be
advised of any deviations from a simple re-bore and standard MW grout.
A drilling schedule is to be provided to, and approved by the EHD before the work
proceeds.
With these conditions, the EHD approves the plan. No additional permit is required at
this time.
-----Original Message-----
From: Jim Barton [mailto:jbarton@waterboards.ca.gov]
Sent: Monday, December 08, 2008 2:25 PM
To: Todd.Hafner@ATCAssociates.com; Mike Infurna [EH]
Subject: Re: J&L Market Well Replacement Workplan
