El Dorado Street <br /> French Camp, CA <br /> Dear Mrs Heran <br /> My purpose in writing to you is to bring to your attention and request your <br /> assistance in resolving a situation that has caused very serious financial problems for <br /> several companies that were involved in the assessment and remediation of contaminated <br /> soil at an active service station in French Camp The site, known as J & L Market, is <br /> owned by Mr and Mrs James Fisk and is located at the intersection of El Dorado Street <br /> and Matthews Road In addition to Mr and Mrs Fisk and Upgradient Environmental <br /> Consultants, other companies that were involved in the project include Elite IV General <br /> Contractors, Bob Evans Trucking, REMCO, Inc , Bonadonna's Asphalt, Excelchem <br /> Environmental Laboratories, and J J Hoblitzell & Associates ` - <br /> J & L Market is an independently owned complex that includes gasoline and diesel <br /> service, a convenience store, and a restaurant In early November 1995, Mr Fisk hired a <br /> contractor (Elite IV),to remove and replace the existing underground storage tanks and <br /> gasoline dispensers Bob Evans Trucking performed the removals and Upgradient <br /> Environmental collected the samples under the supervision of Mr Jerry Yoshioka of your <br /> department Gasoline contamination was evident beneath one of the dispensers, but not in <br /> any samples from the tank excavation Because of the contamination beneath the <br /> dispenser, the site was transferred to the Site Mitigation Unit and came under the <br /> supervision of Mr Harlin Knollā€¢Assessment of the extent of contamination was required <br /> Elite IV requested Upgradient Environmental to prepare the requisite work plan <br /> Upgradient recommended that the contamination be assessed and remediated by <br /> overexcavation Our reasons included <br /> 1) Contamination was detected only in one sample, at moderate concentrations <br /> (5,800 ppm TPH-g), and appeared to be areally limited <br /> 2) A new tank cavity had already been dug to the north of tie contaminated <br /> sample, and it would be an easy proposition to expand this cavity southward to remove <br /> the contaminated soil All barriers to excavation (dispenser, canopies, piping) had already <br /> been removed <br /> 411182nd Street 3369 Kimberly Road <br /> Sacramento, CA 95826 Cameron Park, CA 95682 <br /> (916) 452-2891 (916) 677-3055 <br /> Fax 457-1817 Fax 677-3055 <br />
