J <br /> 3) Gasoline sales are a major source of income to the Fisk's, and it was critical that <br /> the site be returned to operation as quickly as possible Without a doubt, overexcavation is <br /> the fastest method for assessing the extent of contamination and remediating it <br /> 4) The Holiday season and rainy weather were approaching and it was clearly in <br /> Mr Fisk's best interest to get the environmental work completed as quickly as possible so <br /> that the new tanks could be installed promptly <br /> 5) The depth to groundwaterwas at least 40 feet, and it was unlikely that <br /> groundwater had been impacted Therefore, if all of the contaminated soil could be <br /> removed by excavation, a groundwater investigation would not be necessary <br /> Upgradient's work plan was subnutted the day after the tank removal, and was <br /> verbally approved by Mr Knoll two business days later His approval was critical in order <br /> for Mr Fisk to receive financial reimbursement from the State Underground Storage Tank <br /> Cleanup Fund <br /> Excavation was begun on the morning of November 16, 1995, and by 3 00 p m , <br /> hydrocarbon screening equipment indicated that the lower hm1t of contanunation (35 feet) <br /> had been reached Mr Knoll arrived and witnessed the collection of two samples from the <br /> floor of the excavation The samples were analyzed on overnight turnaround, and no <br />• contamination was detected Therefore, Mr Knoll concluded that the vertical extent of <br /> contamination had been successfully determined, and authorized the project crew to begin <br /> excavating southward to delineate the lateral extent t <br /> The lateral extent proved to be greater than originally anticipated, in view of the <br /> sandy nature of the soil Hydrocarbons normally migrate downward more than laterally in <br /> sandy soil Four days were required to remove the contaminated soil on the east, south, <br /> and west smdewalls of the excavation During this time, stockpiled soil was continually <br /> being trucked by Evans Trucking to REMCO in Richmond in order to make room on the <br /> site for further excavation to take place Representatives of Elite IV and Hobhtzell & <br /> 'Associates carefully supervised and documented the loading and hauling of the soil ,Mr <br /> Knoll remained in contact with Upgradrent's geologist throughout the procedure and <br /> visited the site on several occasions to insure that the work was being performed with due <br /> diligence and professionalism <br /> All of the environmental field work was completed by November 22, and the final <br /> report was submitted on December 15 Residual contamination was detected in only 2 of <br /> 15 final excavation samples, both on the west wall, where the existing service station <br /> building prevented further excavation The new fueling facility was operational by the end <br /> of the month, and the Fisk's income stream was therefore interrupted for only two <br /> months, despite the need to remediate over 4,000 cubic yards of contaminated soil <br />
