. 1.0 INTRODUCT><ON <br /> Elite IV Contractors, under contract to Mr James Fisk, owner of J & L Market in French Camp, <br /> California, retained Upgradient Environmental Consultants to supervise the excavation and removal of <br /> gasoline-contaminated soil from the J&L Market property, collect soil samples for laboratory analysis, <br /> and prepare a report presenting the methods used and the data obtained The site is under the <br /> regulatory oversight of San Joaquin County Environmental Health Division of the Public Health <br /> Services Department <br /> Funding for the project is to be provided by the State Underground Storage Tank Fund Therefore, <br /> prior to authorizing Elite IV to perform the work, Mr Fisk obtained three bids <br /> 2.0 BACKGROUND <br /> 2.1 Site Location and Description <br /> J & L Market is located at the intersection of South El Dorado Street and Mathews Road near <br /> Interstate Highway 5 (Figure 1) The area is zoned commercially, and a strip mall is located across <br /> from the Market on the east side of El Dorado Street Topography in the area is flat <br /> Three buildings are located on the property The northernmost building is a gasoline and diesel service <br /> station building A market is located south of the service station building, and a restaurant is located <br /> next to the market In addition to selling gasoline, the service station sells diesel fuel from an above- <br /> ground storage tank that is located at the rear of the property <br /> 2.2 Previous Work <br /> Elite IV Contractors removed three underground storage tanks from the site on November 8, 1995 <br /> The tanks were used to store unleaded gasoline, and included two 10,000-gallon tanks and one 6,000- <br /> gallon tank Elite IV also removed the two dispenser islands from the eastern side of the property, <br /> facing El Dorado Street, and related product lines Upgrad;ent Environmental witnessed the tank <br /> removal, and submitted its report on November 28, 1995 <br /> Upgradnent found no evidence of gasoline contamination in the tank cavity, and recommended that the <br /> northwestern portion of the property be considered for site closure status by EHD Gasoline was <br /> evident beneath one of the dispenser islands, and Upgradnent recommended further investigation in this <br /> area On November 10, at the request of Elite IV, Upgradnent submitted a work plan for excavation of <br /> the contaminated soul The'work plan was approved by Mr Harlin Knoll of EHD on November,13 <br /> 1 <br />
