INTRODUCTION <br />1.1 Purpose <br />The purpose of this work plan is to present procedures and guidelines to be <br />followed while conducting the site investigation at the Tracy former <br />manufactured gas plant site (Tracy site). PG&E will perform the <br />investigation. <br />The workplan is divided into 10 sections. Section 1 includes background <br />information on the site. Section 2 gives a description of the site. <br />Section 3 provides the scope of work proposed for this investigation. <br />Section 4 outlines the objectives to be achieved by and the methodology <br />selected for this site investigation. Quality assurance and quality control <br />measures are outlined in Section 5. Health and safety procedures, and waste <br />storage and disposal are discussed in Sections 6 and 7, respectively. The <br />proposed work schedule is presented in Section 8. Section 9 presents <br />information on the community relations plan developed for the Tracy site. <br />Section 10 cites references used in this work plan. <br />1.2 Background <br />1.2.1. Site history <br />Construction of the gas works at the Tracy site began in October 1927, and <br />was completed in early 1928. The gas plant was a small facility consisting <br />of one gas holder, generators, scrubbers, and purifying tanks. Illuminating <br />gas was produced between 1928 and 1930 using the Beals process, which <br />manufactured illuminating gas from oil. In 1930, PG&E purchased the Tracy <br />gas plant. The plant was shut down in July 1930, after the arrival of <br />natural gas service to the area. During the following five years, the gas <br />plant equipment was removed and the facility abandoned. <br />No information has been found to date on the layout of the gas manufacturing <br />plant or the former location of any of the associated equipment. <br />3542a/BAV102 1 <br />
