O. Box 2009 <br />Stockton, California 95201 <br />Dear Mr. Wilson, <br />Production Operators, Inc. (POI) experienced a reported release <br />on 4 -November -1993. The incident occurred at the McDonald Island <br />Compressor Station, located near Stockton in San Joaquin County. <br />The release occurred in a dry ditch bed which runs along the <br />north fence line of the POI site. It was comprised of <br />approximately 300 gallons of rinsate water contaminated with oil <br />and ethylene glycol. <br />Response units arrived on site at 20:45. Approximately nine (9) <br />inches of soil was removed from the contaminated area in the <br />first excavation. The excavated soil was placed in a temporary <br />holding area and was later transferred to a roll -off container. <br />Mr. Ernie Lee, Environmental Representative with PG&E, arrived at <br />the site the following day to collect samples. The collection of <br />these samples was witnessed by Mr. Bill Snavely from your office. <br />Two samples were taken from the excavated soil in the temporary <br />holding area. These two samples, ET 3 and FT 4, were mixed to <br />form a composite. Additionally, two samples were taken in the <br />dry ditch bed, twelve (12) inches below the point of excavation. <br />These samples are identified as WP 1 (at the west end of the <br />ditch) and EP 2 (at the east end of the ditch). <br />The results of the tests were available late on the afternoon of <br />9 -November. Sample WP 1 indicated the presence of oil and grease <br />at 6,000 mg/Kg and kerosene at 26 mg/Kg. Sample EP 2 indicated <br />the presence of ethylene glycol at 4,300 mg/Kg and kerosene at 30 <br />mg/Kg. Copies of the lab reports are attached as Exhibit A. <br />The response unit was called back to the site 10 -November. <br />Another eighteen (18) inches of soil was removed from the <br />contaminated area in the second excavation. Two (2) roll -off <br />shipping containers were brought to the site. All the <br />contaminated soil, a total of approximately twenty two (22) cubic <br />P.O.
