POI
McDonald Island
Page 2
yards, was placed in the containers, awaiting shipment to an
approved disposal site.
Mr. Bill Snavely arrived on site at 10:30 Friday, 12 -November.
The analytical data from the previous test results were reviewed.
Based on these results, it was decided to conduct three (3) tests
on the second set of samples: 1) Ethylene glycol; 2) Total Oil &
Grease; and 3) TPH Diesel. Two composite samples were collected
from the WP and EP sample locations. These were taken at six (6)
inches and at twelve (12) inches below the grade of the second
excavation.
The results of the tests were ready at noon Monday, 15 -November.
The six (6) inch depth test indicated low, but detectable, levels
of ethylene glycol (11 mg/Kg), kerosene (45 mg/Kg)and motor oil
(51 mg/Kg). However, there was a higher level of total oil &
grease (1,200 mg/Kg). The twelve (12) inch depth test indicated
higher levels for each constituent (ethylene glycol, 19 mg/Kg;
kerosene, 190 mg/Kg; motor oil, 250 mg/Kg; and total oil and
grease, 2,800 mg/Kg). As in the first sample test results,
diesel was non-detectable. Copies of the lab reports are
attached as Exhibit B.
On 16 -November, Mr. Bill Snavely returned to observe the
collection of five (5) more samples. Three (3) samples were
taken at the WP sample location and two (2) samples were taken at
the EP sample location. The WP samples were collected at
eighteen (18) inches, twenty four (24) inches and thirty one (31)
inches below the grade of the second excavation. The EP samples
were collected at twenty four (24) inches and thirty four (34)
inches below the grade of the second excavation. Immediately
after the collection of these samples, the entire area was
excavated to a depth of twenty five (25) inches below the
previous grade.
The test results from the last group of samples were available on
17 -November. These results indicated non-detectable levels for
all constituents and locations except for one. The WP sample at
twenty four (24) inches indicated an unknown hydrocarbon at 3.6
mg/Kg found in the late diesel range. This was not consistent
with non-detectable levels for diesel on all previous test
results. However, the area was excavated to one (1) inch below
the point of this sample collection. Copies of the lab reports
are attached as Exhibit C.
All excavated material was placed in proper roll -off shipping
containers. The material was profiled, manifested and shipped to
the Chemical Waste Management disposal facility in Kettleman
City. The excavated area was back-filled with fresh material and
