Spill Prevention Control and Countermeasures Plan <br /> MOUNTAIN VALLEY EXPRESS <br /> 1019 Bessemer Avenue, Manteca (San Joaquin County), California <br /> 1.0. INTRODUCTION AND PURPOSE <br /> This Spill Prevention, Control, and Countermeasure (SPCC) Plan (Plan) describes <br /> measures implemented by Mountain Valley Express (MVE), located at 1019 Bessemer <br /> Avenue, Manteca, (San Joaquin County) California (Facility) to prevent oil (fuel, waste <br /> oil and lubricants) discharges from occurring and prepares the Facility to respond in a <br /> safe, effective and timely manner to mitigate the impacts of a discharge. <br /> 1.1. SPILL PREVENTION CONTROL AND COUNTERMEASURE PLAN (SPCCP) <br /> PREPARATION AND [40 CFR § 112] <br /> This Plan has been prepared to meet the requirements of Title 40, Code of Federal <br /> Regulations, Part 112 [40 CFR part 112], and supersedes the earlier Plan developed to <br /> meet provisions in effect since 1974. <br /> 1.2. ADDITIONAL SPCCP USES <br /> In addition to fulfilling requirements of 40 CFR part 112, this Plan is used as a reference <br /> for oil storage information and testing records, as a tool to communicate practices on <br /> preventing and responding to discharges with employees, as a guide to Facility <br /> inspections and as a resource during emergency response. <br /> 1.3. SUBSTANTIAL HARM DETERMINATION <br /> Facility management has determined that this Facility does not pose a risk of substantial <br /> harm under 40 CFR part 112, as recorded in the "Substantial Harm Determination" <br /> included in Appendix A of this Plan. <br /> 1.4. SPCCP GUIDANCE TO THE FACILITY <br /> This Plan provides guidance on key actions that the Facility must perform to comply <br /> with the SPCC rule: <br /> 1.4.1. Inspections, Tests and Records <br /> Facility personnel complete monthly and annual Facility inspections, outlined in Section <br /> 3.7, using the inspection checklists included in Appendix B. <br />
