Preventative Maintenance <br /> Facility personnel perform preventive maintenance of equipment, secondary <br /> containment systems, and discharge prevention systems described in this Plan as <br /> needed to keep them in proper operating conditions. <br /> 1.4.3. Employee Training <br /> The Emergency Coordinator or designated Facility employee (Coordinator) responsible <br /> for SPCC conducts annual employee training as outlined in the Personnel, Training, and <br /> Spill Prevention Procedures section of this Plan (Section 3.8); training records which <br /> have documented compliance with the permit will be made available or attached is <br /> Appendix C. <br /> 1.4.4. Discharge Reporting <br /> If either of the following occur, the Plan is submitted to the local enforcement agency <br /> designated as the SJ County Environmental Health Department (EHD), the United <br /> States Environmental Protection Agency Region 9 Regional Administrator (EPA-RA) <br /> and the California Environmental Protection Agency (CAL-EPA), along with other <br /> information as detailed in Section 5.4 of this Plan: <br /> The Facility discharges more than 1,000 gallons of oil into or upon the navigable waters <br /> of the U.S. or adjoining shorelines in a single spill event or <br /> The Facility discharges oil in quantity greater than 42 gallons in each of two spill events <br /> within any 12-month period. <br /> 1.4.5. Plan Review <br /> Plan review is conducted at least once every five (5) years and amended to include <br /> more effective prevention and control technology, if such technology will significantly <br /> reduce the likelihood of a spill event and has been proven effective in the field at the <br /> time of the review. Plan amendments, other than administrative changes discussed <br /> above, are evaluated for re-certification by Facility Management and if deemed <br /> necessary by the Coordinator, by a Registered Professional Engineer (PE). PE Plan <br /> certification is provided on the certification page located prior to the table of contents of <br /> this Plan. <br />
