The briefings are aimed at ensuring continued <br /> understanding and adherence to the discharge prevention procedures presented in this <br /> Plan. The briefings also highlight and describe known discharge events or failures, <br /> malfunctioning components, and recently implemented precautionary measures and <br /> best practices. Facility operators and other personnel will have the opportunity during <br /> the briefings to share recommendations concerning health, safety, and environmental <br /> issues encountered during Facility operations. <br /> Records of the briefings and discharge prevention training are kept on the form shown <br /> in Appendix C and maintained with this Plan for a period of three years. <br /> 3.8. SECURITY (40 CFR 112.7(g)) <br /> The Facility is surrounded by a 6-ft tall steel security fence. The fence encircles the <br /> entire footprint of the AST storage Facility. The entrance gate to the ASTs is locked <br /> when the Facility is unattended. <br /> All drains for containment areas are keep in the in the correct position and only facility <br /> personnel have authority to discharge to the sewer system. <br /> Facility area lights illuminate the unloading and storage areas. The lights are placed to <br /> allow for the discovery of discharges and to deter acts of vandalism. <br /> The emergency stop for the fuel pumps is located at south side of the oil storage trailer <br /> and located at electrical transformer box in the driveway on the north side of the <br /> maintenance shop building wall (with signs). <br /> The maintenance shop is locked when the Facility is unattended. <br /> The Facility securely caps or blank-flanges the unloading connections of Facility piping <br /> when not in service or when in standby service for an extended period of time, or when <br /> piping is emptied of liquid content either by draining or by inert gas pressure. <br /> 3.9. TANK TRUCK UNLOADING AREAS REQUIREMENTS (40 CFR 112.7(h)) <br /> The potential for discharges during tank truck unloading operations is of particular <br /> concern at this Facility. Facility management is committed to ensuring the safe transfer <br /> of material to storage tanks. The following measures are implemented to prevent oil <br /> discharges during tank truck unloading operations. <br />
