ASTs equipped with liquid level sensing devices are tested on a monthly basis during the monthly inspection of the Facility, following manufacturer recommendations. Venting capacity is suitable for the fill and withdrawal rates. Facility personnel are informed of the filling operations to monitor the product level in the tanks. General secondary containment is provided in the event of overfills, as described in this Plan. The two double walled AST have internal secondary containment; while the oil AST is within a secondary drainage serviced by sewer drainage connection an oil/water separator. Storage drums are not refilled, and therefore overfill prevention systems do not apply. 4.2.9. Effluent Treatment Facilities (40 CFR 112.8(c)(9)) This section is not applicable since there are no effluent treatment systems at this Facility. 4.2.10. Visible Discharges (40 CFR 112.8(c)(10)) Visible discharges from any container or appurtenance — including seams, gaskets, piping, pumps, valves, rivets, and bolts — are quickly corrected upon discovery. Oil is promptly removed from berm areas and disposed of according to the waste disposal method described in Section 5.0. of this Plan. 4.2.11 . Mobile and Portable Containers (40 CFR 112.8(c)(11)) The Facility uses 55-gallon drums of motor oil, waste oil or waste filters which are stored inside the maintenance building and outside in locked containment area. Secondary containment includes spill-pallets and land-based spill response. 4.3. TRANSFER OPERATIONS, PUMPING, AND IN-PLANT PROCESSES (40 CFR 112.8(d)) Transfer operations at this Facility include: • Waste oil transfer into the corresponding ASTs. • The filling of Facility vehicles at the diesel fueling AST via the dispenser. • The transfer of oil from tanker trucks at the unloading area. • The transfer of oil to vehicles in the Maintenance Building.
