There are three 55 gallon drums <br /> containing used oil and one 55 gallon drum containing used antifreeze. Jesse Downer confirmed that he has not <br /> been able to get anyone to pick up his used oil and used antifreeze within the past three years. This waste has been <br /> onsite longer than 180 days. The north east black 55 gallon drum containing used oil was only labeled as used oil. <br /> The north west white 55 gallon drum containing used oil was only labeled as waste. The south west black 55 gallon <br /> drum containing used oil lacked all of the required hazardous waste labeling information. The south east white 55 <br /> gallon drum containing used antifreeze was only labeled with the words hazardous waste and antifreeze. All <br /> hazardous waste containers shall be marked with the following information: <br /> -the words "Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties <br /> - physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. <br /> Since Jesse Downer confirmed that he has not been able to get anyone to pick up his used oil and used antifreeze <br /> within the past three years, this waste has been on site longer than 180 days., immediately contact a licensed <br /> hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. This <br /> is a repeat violation. Class Il. <br /> 702 CCR 66273.32(c) Electronic device and CRT handler failed to notify DTSC 30 days prior to accepting offsite UW. <br /> Jesse's Recycling receives laptop and desktop computers, televisions, and various office and other electronic <br /> equipment from the public. Jesse Downer confirmed that he has not yet notified the Department of Toxic <br /> Substances Control (DTSC) that he accepts any off site electronic devices, cathode ray tubes (CRTs), or CRT <br /> glass. DTSC shall be notified at least 30 days prior to accepting any off site electronic devices, cathode ray tubes <br /> (CRTs), or CRT glass. The notification may be in an electronic or written format and shall include the following <br /> information: <br /> 1. Name of universal waste handler (If the facility owner is different than the facility operator, also include the <br /> owners name.); <br /> 2. ID Number of the universal waste handler, if applicable, <br /> 3. Telephone number of universal waste handler; <br /> 4. Mailing address of universal waste handler, and physical address, including county, if different from the mailing <br /> address, <br /> 5. Name of the contact person at the universal waste handlers site who should be contacted regarding universal <br /> waste management activities, <br /> 6. Telephone number of the contact person, <br /> 7. An e-mail address for the contact person or organization, if available, <br /> 8. The types of electronic devices, CRTs, and/or CRT glass expected to be handled; <br /> 9. The sources of the electronic devices, CRTs, and/or CRT glass(i.e., residential collections, business asset <br /> recovery, other collectors, etc.); and <br /> 10. A statement indicating whether the universal waste handler might accumulate 5,000 kilograms or more of <br /> universal waste at one time. <br /> Immediately provide this notification to DTSC and submit a copy of the notification to the EHD.
