Remediation Report - 152 East 11 th Street, Tracy, California Page 23 <br /> The discovery of fuel tank fill and vent lines leading off the 152 East 11th Street property, <br /> the distribution of soil affected by hydrocarbons that was observed in the remedial <br /> excavation and the geochemical data gathered during the progress of the remediation <br /> work and from earlier site investigations support a definitive conclusion that the source of <br /> contamination that had affected the subject property was located off-site on City of Tracy <br /> property under East 11 th Street The data and observations made when the remedial <br /> excavation was open also strongly suggests that leaking underground fuel-storage tanks <br /> remain in place at that off-property location <br /> The remedial excavation opened to remove contanunated soil from the property was <br /> restored with engineered fill which was compacted such that its relative density exceeds <br /> the specifications established in the CAP A project-specific geotechnical evaluation <br /> should always be made before any construction work is undertaken but, unless deep <br /> foundations that would penetrate below the groundwater table, or some other unusual <br /> type of construction is planned, the site in its restored condition is suitable for any form of <br /> permissible redevelopment <br /> RECOMMENDATIONS <br /> A copy of this report should be submitted to the SJCPHS with a request that the property <br /> at 152 East 1 I th Street property be closed as the site of a suspected release of fuel <br /> hydrocarbons into the subsurface If the SJCPHS, after consulting with the CRWQCB, <br /> concur with this recommendation, an application should be made to the SJCPHS for a <br /> permit to seal and close monitoring wells NAV 2, 4, 5, 6, 7 and 8 which were installed to <br /> investigate groundwater quality before it was determined that the source of the <br /> contamination that had affected the subsurface beneath the site is not located on the 152 <br /> East I 1 th Street property <br /> When the monitoring wells have been closed under the permit and oversight of the <br /> SJCPHS and the requisite well-destruction records have been filed with the California <br /> Department of Water resources, the SJCPHS and the CRWQCB should be requested to <br /> issue a formal site-closure notice <br /> REFERENCES <br /> 1 California Regional Water Quality Control Board - Central Valley Region (1992) <br /> Order No 92-150___NPD1 S No CA04$2929.
