Corrective Action Plan Page 15 <br /> building on the property would be greatly diminished compared to prior circumstances, <br /> remediation of the site by excavation and aeration of contaminated soil with pumping of <br /> contaminated water from the resulting pit, followed by management of the site by a <br /> program of regular groundwater-quality monitoring, is now proposed The procedures to <br /> be employed are detailed in the following sections of this plan <br /> Demolition <br /> To prepare for remediation of the site, water and gas service to the property will be <br /> permanently cut off according to the requirements of the City of Tracy Public Works <br /> Department and the Pacific Gas and Electric Company (P G & E ) respectively P G & <br />' E will remove overhead lines that supply electrical power to the property (Note The <br /> remediation contractor may elect to re-route the existing electrical power lines that service <br /> the property to a temporary pole for the purpose of providing electrical power for <br /> remediation equipment ) <br /> Prior to the start of demolition work, a 6 ft high, temporary, chain-link fence will be <br /> installed around the 152, East 11 th Street property as is shown on Figure 6 To provide <br /> working space, this fence will be aligned along the curbs on the 11th Street and "F" Street <br /> frontages An encroachment permit will be obtained from the City of Tracy for <br /> authorization to enclose the sidewalks within the temporary fence line <br /> A temporary fence will also be installed to enclose an open area on the south side of the <br /> alley at the rear of the RAS Car Wash at 124 East 11th Street That area, which is also <br /> shown on Figure 6, will be used as an equipment staging area <br /> When the site has been fenced, the exiting building at 152 East 11 th Street will be <br /> demolished together with the canopy structure on the East 11th Street frontage, the brick <br />' planter on the "F" Street frontage and the brick planter located in front of the building <br /> The scope of this demolition will reduce the property to a level site, but will not involve <br /> removal of foundations, building slabs or any other work involving removal of material <br /> below ground level All demolition debris will either be recycled in beneficial use or <br /> disposed at a permitted landfill The demolition work will be subject to a permit issued by <br /> the City of Tracy <br /> Base-line Groundwater-quality Data <br /> To establish a base line of groundwater-quality data before active remediation of the site is <br /> started, groundwater samples will be recovered from the complete array of monitoring <br />' wells that have been installed for the 152 East 1 lth Street property <br /> To initiate the base-line sampling program, the depth to groundwater in each of the <br /> existing Navarra monitoring wells (NAV-1 through NAV-8) will be measured using a <br /> conductivity probe <br />
