INTRODUCTION <br /> This status report is for the property at 152 East Eleventh Street, Tracy, California It <br /> covers the penod from May 1 st , 1995 to July 31 st , 1995 <br /> SITE LOCATION <br /> The subject property is situated at No 152 East 11th Street, Tracy, California This <br /> location is shown on Figure 1 <br /> Figure 2 is a plan showing the location of monitoring wells that have been installed on the <br /> site, on the site of Ultramar Inc 's Beacon Station at 153 East 11th Street and in <br /> surrounding areas together with an interpretation of areas of the subsurface that may have <br /> been affected by loss of hydrocarbon fuels from underground tanks that were previously <br /> present on the 152 East I i th Street site <br /> SITE CODE <br /> The San Joaquin County Public Heath Services, Environmental Health Division (SJCPHS) <br /> has assigned this site <br /> SITE CODE 9021 <br /> • ACTIVITY DURING THE REPORTING PERIOD <br /> Corrective Action Plan <br /> During the reporting period the SJCPHS completed a review of a corrective action for the <br /> subject property that had been submitted to that agency on June 22nd 1994 In a letter to <br /> the Navarras dated June 26th 1995, SJCPHS staff expressed concern regarding the <br /> groundwater pumping and treatment technology that was proposed in that plan They <br /> questioned the effectiveness of the system to remediate groundwater in a reasonable time <br /> and the likely total cost of the remediation They noted that soil excavation and pumping <br /> from the open excavation had been the only remedial method that, in their experience, had <br /> proved useful at sites in the Tracy area <br /> Since the original corrective action plan was prepared, the small business enterprise, <br /> Russel's Flower Pavilion, situated on the subject property has relinquished the lease and <br /> this had removed one of the considerations that posed a disadvantage to remediation by <br /> excavation of contaminated soil from the subsurface <br /> During the reporting period, the Navarras' engineering consultants had technical <br /> discussions with SJCPHS staff regarding methods of remediation by soil excavation and <br /> aeration under the site-specific conditions of the 152, East 11th Street property <br /> Technical means by which a significant volume of contaminated soil could be safely <br />
