Corrective Action Plan Page 8
(3 The highest concentrations of components of gasoline in the subsurface are
located along the East 11 th Street frontage of the site in an area that extends
across the property line and includes the sidewalk and adjacent areas of the street
❑ East 11th Street is a principal thoroughfare in the City of Tracy, is heavily
trafficked and has recently been reconstructed The subsurface beneath the streets
and sidewalks is extensively populated with underground utilities The City of
Tracy's engineering staff'have indicated that excavation in the streets would
not be permitted
❑ The City of Tracy's waste water treatment plant is operating at its full hydraulic
capacity The City will not permit any groundwater from a remediation program,
either untreated or treated, to be discharged to the sanitary sewer
❑ The City of Tracy will permit discharge of treated ground water to the municipal
storm-water sewers subject to the discharge being controlled by a National
Pollutant Discharge Elimination System (NPDES) permit issued by the
CRWQCB
❑ On August 14th 1992, the CRWQCB found, inter alfa, that pumping and
treatment of groundwater contaminated by hydrocarbon fuels by air stripping
and/or carbon adsorption can dependably remove constituents of concern so
that the pumped groundwater can be safely discharged to surface waters (Ref 1 )
To facilitate remediation programs, the CRWQCB issued Order No 92-150 -
"General Order for Discharge of Ground Water from Cleanup of Petroleum Fuel
Pollution to Surface Waters" The effect of the order was to issue NPDES Permit
No CA0082929 under the United States Environmental Protection Agency's
Consolidated Permits Program The permit controls discharges of pumped
groundwater affected by hydrocarbon fuels that has been treated by air
stripping and/or carbon adsorption
❑ Discharges permitted under CRWQCB Order No 92-150 are restricted to
those that comply with the provisions of the order, including its specific limitations
on the concentrations of components of hydrocarbon fuels in the released water
and maximum discharge flow rates (Discharge rates are generally limited to 50
gpm and discharges in excess of 100,000 gallons per day are prohibited )
' ❑ City of Tracy Ordinance No 898 C S , adopted on March 15th 1994, prohibits
any operation that generate noise in excess of 65 decibels (dB) at, or beyond, the
property boundary in a commercial district (Ref 2 )
❑ The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD)
Rule 220, as amended on October 21st 1993, limits uncontrolled emissions of
volatile organic compounds (VOCs) to the air from groundwater treatment
systems to 2 pounds in any 24 hour period (Ref 4 )
