Corrective Action Plan Page 2 <br /> INTRODUCTION <br /> This corrective action plan has been prepared for the property at 152 East Eleventh Street, <br /> Tracy, California, where the subsurface has been found to be affected by fuel <br /> hydrocarbons <br /> Site Code <br /> The San Joaquin County Public Health Services, Environmental Health Division <br /> (SJCPHS) has established the following identifier for the subject site <br /> Site Code 9021 <br /> Site Location <br /> The subject property is situated at 152 East 11th Street, Tracy, California That location <br /> is shown on Figure 1 <br /> Background <br /> ` The property at 152 East 11th Street was used as a gasoline station from approximately <br /> 1946 until 1978 Over that period, the station was operated by a number of entities that <br /> included Benny's Signal Service Station, Coffey's Signal Service Station, Bob's Enco Gas <br /> Station and Terrible Herbst Inc Terrible Herbst Inc installed one 10,000 gallon and two <br /> 3,000 gallon underground storage tanks in 1972 <br /> Mr and Mrs Carl Navarra and Mr and Mrs Albert Navarra (the Navarras) purchased the <br /> property in December 1978 from the San Diego Armour Oil Company No fuel dispensing <br /> or service station operations have been conducted on the site since it was purchased by the <br /> Navarras The property is now occupied by Russell's Flower Pavilion <br /> In April 1984, the three tanks described above were removed from the site under the <br /> permit and oversight of the City of Tracy No soil or groundwater samples were taken at <br /> the time the tanks were removed, but subsequent investigations found that soil and <br /> groundwater beneath the subject property has been contaminated by gasoline <br /> Investigations of subsurface contamination and groundwater quality at the 152 East I 1 th <br /> Street site have been undertaken under the direction of the California Regional Water <br /> Quality Control Board - Central Valley Region (CRWQCB) and the SJCPHS The <br /> SJCPHS is currently acting as the lead agency having oversight of the property A total of <br /> eight groundwater monitoring wells have been installed for this site (Ref 7 ) Soil and <br /> groundwater samples recovered from those wells and others in the area have been used to <br /> establish the elevation of the groundwater table and the direction and gradient of <br /> groundwater flow and to evaluate the extent and characteristics of contamination in the <br />
