Quarterly Report- 152 East 11th Street, Tracy +fire <br /> Ld <br /> MAY 14 4993 <br /> Meetings cNWftRWIMOVICLO <br /> Mr Albert Navarra, as an owner of the property, Dr Dai Watkins and Mr Bernie Dietz <br /> of The San Joaquin Company Inc , consultants to the Navarras, and Mr Kenneth Earnest <br /> of Ultramar Inc , owners of the Beacon Station at 153 East 11th Street, Tracy, met with <br /> Ms Linda Turkatte and Ms Inane Hinson of the SJCPHS at the SJCPHS's Stockton <br /> office on March 24, 1993 <br /> At the meeting the status of the investigations of groundwater quality beneath the subject <br /> property and surrounding areas was discussed and the Workplan Plan for installation of <br /> additional wells was reviewed The SJCPHS representatives outlined procedures for <br /> identifying potential co-responsible parties with respect to the discharge of hydrocarbon <br /> fuel at the 152 East 11th Street property which occurred before the Navarras purchased <br /> the site The SJCPHS requested that a Sampling Plan be prepared for a unified program <br /> of groundwater quahty monitoring that would include appropriate wells on both the <br /> Navarras site at 152 East llth Street and Ultramar's Beacon Station at 153 East 11th <br /> Street <br /> In a separate meeting, the Navarras' and Ultramaes representatives explored means by <br /> which informal cooperative arrangements for monitoring water quality in the combined <br /> array of wells at the 152 and 153 East 11th Street sites could be made It was agreed that <br /> The San Joaquin Company would draft technical proposals for a Sampling Plan and <br /> suggest means by which the Navarras and Ultramar might reach an informal agreement for <br /> its implementation It was further agreed that any cooperative arrangements proposed <br /> would be subject to the approval of the Principals of both parties <br /> Permit Applications <br /> In compliance with the Workplan approved the SJCPHS, The San Joaquin Company Inc , <br /> on behalf of the Navarras, has submitted a permit application to the City of Tracy (the <br /> City) for installation of four additional monitoring wells in the public sidewalks on East <br /> 11th Street The City accepted the application and the required pernut fee and on three <br /> separate occasions the City scheduled appointments for The San Joaquin Company to pick <br /> up the permit On the first two occasions City staff explained that the permit was either not <br /> ready or temporarily mislaid On the third occasion a City representative stated that no <br /> permit would be issued because it is against the policy of the City of Tracy to permit <br /> installation of monitoring wells in public streets or sidewalks <br /> Petroleum Underground Storage Tank Cleanup Fund <br /> The State Water Resources Control Board (Water Board) was contacted regarding the <br /> Navarras' eligibility to make a claim against the Underground Storage Tank Cleanup Fund <br /> for assistance in meeting the costs of the work required at the 152 East 11th Street site An <br />. application package has been received <br /> I <br /> i <br />
