Quarterly Report- 152 East 11th Street, Tracy ,Pag lt; tern -I r <br /> WORK IN PROGRESS MAY 14 1993 <br /> 'ENVIRONMENTAL HEALTH <br /> The following work is in progress PERMIT/SERVICES <br /> Installation of Additional Monitoring Wells <br /> In accordance with the Workplan approved by the SJCPHS, the Navarras have authorized <br /> The San Joaquin Company to proceed with the installation of four additional monitoring <br /> wells at the locations shown on Figure 2 However, as noted previously, the City of Tracy <br /> has denied a permit for their construction on the grounds that such installations are against <br /> the City's policy This decision by the City currently prevents implementation of the <br /> approved Workplan and, due to the presence of structures fronting on the sidewalks, no <br /> alternate well locations meeting the objectives of the plan are available The San Joaquin <br /> Company will make further representations to the City in an attempt to obtain a permit If <br /> no permit is forthcoming the SJCPHS will be asked to assist in resolving this regulatory <br /> conflict <br /> Sampling Plan <br /> A complete draft of a Sampling Plan for monitoring groundwater quality in the combined <br /> array of wells installed for the 152 and 153 East 11th Street sites has been prepared <br /> Following a comprehensive round of sampling of all wells installed for both sites, the draft <br />• plan calls for a total of 11 selected wells to be sampled twice yearly in September and <br /> February Finalization of the Plan and submittal to the SJCPHS for review is subject to <br /> negotiation of the details of an informal agreement for technical cooperation and cost <br /> sharing between the Navarras and Ultramar These negotiations are well advanced and it is <br /> expected that it will be possible to submit the Plan to the SJCPHS with two weeks of the <br /> date of this Status Report <br /> Petroleum Underground Storage Tank Cleanup Fund Application <br /> To assemble the data required to complete the Petroleum Underground Storage Tank <br /> Cleanup Fund Application Package, the Navarras are in progress of researching their <br /> personal records, other sources for pertinent information regarding their purchase of 152 <br /> East 11th Street from the San Diego Armour Oil Company, the history of the <br /> underground tanks that leaked at the site prior to their ownership of the property, and the <br /> details and costs of the work already completed by them that has been performed at the <br /> direction of the several regulatory agencies, including the City of Tracy, The RWQCB and <br /> the SJCPHS, that from time to time have had oversight of the property, <br /> Exchange of Data with Ultramar Inc <br /> As noted above, the Navarras', their consultants, The San Joaquin Company, Inc and <br /> Ultramar Inc are continuing to cooperate through a mutual exchange of technical data <br />• related to the 152 and 153 East 11th Street sites and are negotiating the details for an <br /> informal agreement to for implementation of an integrated sampling plan for both sites <br />
