A second product is <br /> stainless steel wire. <br /> VI. HAZARDOUS WASTE ACTIVITY DESCRIPTION: <br /> 1. The pickling operation generates waste sulfuric acid solution <br /> which is hauled by bulk acid transport to J.R. Simplot for <br /> reprocessing. SWPC shipped 661 tons to J.R. Simplot in 1989 . <br /> 2 . Scale forms on heat exchangers from the pickling operation and is <br /> initially placed into 55 gallon drums. SWPC disposes of the heat <br /> exchanger scale by placing it into the bulk transport bin used <br /> for the zinc phosphate filter cake (see Item #3) . Both scale and <br /> filter cake are shipped to J.R. Simplot for re-use. <br /> 3 . The zinc phosphate sludge is run through a filter press producing <br /> a cake waste. That cake is generated by a protective process <br /> applied to the steel rod and is put into a bulk transport bin and <br /> hauled to J.R. Simplot for use in fertilizer. SWPC used the <br /> California Waste Exchange to contact J.R. Simplot for recycling <br /> their waste. SWPC shipped about 61 tons of filter cake and scale <br /> to J.R. Simplot in 1989 . <br /> 4 . SWPC also generates solvent wastes and waste oil which is picked <br /> up by Refinery Services in Patterson. SWPC made one shipment in <br /> 1989 of 1, 800 gallons of waste oil and non-flammable petroleum <br /> solvent waste. <br /> VII VIOLATIONS <br /> Violations will be addressed in the Report of Violations. <br /> VIII OBSERVATIONS <br /> Ambacher, Oz and I arrived at SWPC at approximately 0930. Upon <br /> arriving, we met Wayne Mannor, Assistant Plant Manager and <br /> Environmental Coordinator. We identified ourselves and explained the <br /> nature of our inspection. <br /> Mr. Mannor escorted Ambacher, Oz and I to a meeting room where he <br /> explained the environmental program in effect at SWPC. The SWPC <br /> environmental program includes records of hazardous waste shipment, <br /> laboratory test results on aqueous waste water under City of Stockton <br /> discharge permit, employee training records, MSDS sheets on discharged <br /> chemicals, the facility contingency plan and emergency procedures. <br />
