12. #76)25270-25270.13 (HSC) An 8000 gallon aboveground red diesel storage tank <br /> is located on the premises. SPCC Plan was not available at time of inspection. <br /> Provided the handout. "Information on the aboveground petroleum storage tank <br /> program". <br /> This is true. I was not aware of the SPCC program requirements. Sumiden has <br /> been permitted by the Stockton Fire Department to have this tank, which is <br /> located within the confines of a concrete secondary containment of 115%. We <br /> have always felt confident that a spill would be impossible. After learning of this <br /> requirement from you on your inspection visit, I have contacted the Consulting <br /> offices of Brown and Caldwell,to advise Sumiden on the cost to produce the <br /> SPCC Plan. In addition, I have since received the forms from the California <br /> Regional Water Quality Control Board for the SPCC plan and a letter requiring <br /> the"Storage Statement",and invoicing for the filing fee,to be submitted to <br /> SWRCB by 7 January 2000. Also,the notice that my SPCC plan must be <br /> developed and submitted to Regional Water Quality Control Board by 17 <br /> February 2000. Because there is really no need for Sumiden to retain such a large <br /> tank, we are also working with Mr. Joseph Bagley, of Petroleum Handling <br /> Equipment Co., and George W. Lowry, Inc. investigating the cost of replacing <br /> this tank with a smaller, double contained tank with the volume of 650 gallons or <br /> less that will satisfy Sumidens needs. This would be below the threshold that <br /> requires a special program. For sure, we will either make the plan on time, or <br /> remove the tank prior to the due date of the plan. The letter from California <br /> Regional Water Quality Control Board is included in this report as Enclosure# 6. <br /> 13. (#75)Other: Sampling has been done on the Ferrous Sulfate, Filter cake in Filter <br /> Press Hopper, and floor sweep/drawing soap waste. An amended report will be <br /> submitted after results are obtained.
