Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) handling or the training provided has been inadequate. According to Albert Atkins,store manager,only employees in management positions process HW items using the hand-held scanner, and place the HW items into the appropriate HW tote. Meanwhile,employees in non-management positions are trained and able to clean up HW spills. The following observations were made in the hazardous waste storage area at the time of inspection(see photo IMG 5497): -A State-Regulated, Toxics, Electronics, OTC Pharmaceuticals, Universal Waste(STOU)HW tote was found lacking an accumulation start date and did not have the contents marked off on the HW label(IMG 5502).The STOU HW tote contained the following items(IMG 5503): -Love My Carpet carpet deodorizer -Nack-A-Pack Surprise Greetings -Nature's Measure Hair, Skins&Nails Tablets -a green container containing unknown pills Initially,Albert marked the contents off on the label, but did not mark an accumulation start date on the HW label until the inspector pointed out that the accumulation start date was still lacking.Albert marked the accumulation start date on the label based on the earliest date found wdtten on an item that was in the tote. -Two damaged empty bleach containers were found in an Oxidizer, Reactives(OX)HW tote(IMG 5504-5).There was no indication on the containers that they were"store-use"items for cleaning the facility, nor was there used absorbent to account for the amount of liquid that was once contained in the two containers.Albert confirmed that when an item is for store-use, a pink sticker is placed on the item's barcode, and when the store-use item becomes empty,the HW bag the item is placed in is labeled"store-use,"and then the item is placed into the appropriate HW tote. Albert stated he did not know what happened to the liquid bleach once contained in the containers,and speculated that the liquid might have spilled in the shipment truck when the store received a shipment. -The following HW items were found in an Aerosols, Flammables and Combustibles(AF)HW tote(IMG 5506): -An empty container of Good&Clean Disinfectant Wipes labeled as"Store Use"(IMG 5507).When Albert scanned the container,the hand-held scanner prompted him to place the item into an STOU HW tote(IMG 5508).Albert placed the item into an STOU HW tote. -A night light labeled STOU(IMG 5509).Albert placed the night light into an STOU HW tote. -A partially empty leaking container of White Rain Unscented Extra Hold Hairspray was found without an indication that the item was for store use, and without absorbent to account for the missing liquid(IMG 5511).Albert stated he did not not know what happened to the missing liquid. -The following HW items were found in an STOU HW tote(IMG 5512): -A HW bag labeled with"2218 OX"contained used paper towels and a white residue. Albert stated he believed the used paper towels were used to clean up an item classified as STOU, but were placed in a bag previously used for an item classified as OX.Albert removed the paper towels from the bag labeled OX, placed them in a new HW bag and into the STOU tote, and placed the OX HW bag with the white residue into an OX HW tote.
