<br /> On May 8, 2009, Muniappa Naidu, Senior REHS, San Joaquin County Environmental Health
<br /> Department (EHD), Emergency Response Unit, informed Michael Kith, Lead Senior REHS,
<br /> EHD, that he, Mr. Naidu, had responded to two tire fires this week at Huffco Manufacturing and
<br /> RCL Manufacturing, 4447 S. Airport Way, Stockton. The first was on May 3, 2009, and the
<br /> second was on May 7, 2009.
<br /> As a result, Michael Kith and Robert McClellon, Program Coordinator, EHD, conducted a
<br /> complaint inspection at the Huffco Manufacturing and RCL Manufacturing facility on May 8,
<br /> 2009. Dale Huff, CEO of Huffco Manufacturing, informed Robert McClellon and Michael Kith
<br /> that the Huffco Manufacturing occupied the front half of the building and it manufactured floor
<br /> mats and tiles from waste tires. RCL Manufacturing, reportedly owned by Mr. Huff s wife,
<br /> occupied the back half of the building and it manufactured dock bumpers and bus seat washers
<br /> from waste tires. The two businesses shared the front office. According to Mr. Huff, the waste
<br /> from the two businesses was not separated.
<br /> Mr. Huff reported that on May 3, 2009, the fire broke out in the yard, where the waste tires, the
<br /> bead (tire rings/side walls), the scrap (remains of the tires after being cut or shredded) and the
<br /> buffing (crumb rubber for the recapping business) were stored. The fire was extinguished by the
<br /> Stockton Fire Department. On May 7, 2009, at approximately 11:00 p.m., the fire flared up
<br /> again, and was put out by the Stockton Fire Department. At time of the complaint inspection on
<br /> May 8, 2009, the Stockton Fire Department was still on site. Mr. Huff informed Mr. Kith and
<br /> Mr. McClellon that Jim Thorpe Oil, Inc., 357 N Beckman Rd, Lodi, CA 95240, (209) 462-4581,
<br /> was hired to do the tire fire clean-up. With the recommendation of the EHD, Marty Thorpe of
<br /> Jim Thorpe Oil, Inc., obtained a sample of the burned waste and ash to determine the hazardous
<br /> waste characterization. The EHD planned to estimate the amount of waste tires and their
<br /> equivalent once all the wastes were consolidated.
<br /> May 14, 2009
<br /> Michael Kith and Natalia Subbotnikova, Senior REHS, EHD visited the Huffco site to estimate
<br /> the amount of waste tires or their equivalent. There were two (2) large piles of waste tires and
<br /> scrap in the yard. Pile 1 was measured to be 35 feet wide and 7 feet high at one end and 30 feet
<br /> wide and 9 feet high at the other end, and a total of 70 feet long. Pile 2 was 17 feet wide and 6
<br /> feet high at one end and 36 feet wide and 7 '/2 feet high at the other end and a total of 80 feet
<br /> long. Using the guidelines published on the CIWMB website, waste tire quantity is estimated to
<br /> be 8,100 PTE(passenger tire equivalents).
