TEL No . May 7 .93 8:38 No .001 P .02
ACRO ENVIRONMENTAL SERVICES
A JAVISLon of Condor Earth Technvlogics,Inc.
April 22, 1993
California Regional Water Quality Control Board
Central Valley Region
3443 Routier Road, Suite A
Sacramento, CA 95H27-3098
ATTN: POLLY WWRY
Associate Engineering Geologist
RE: TRIPLE E PRODUCE [.'-OKPORATION, TRACY, CA
As indicated in Mr. Paul Sundberg's February 24, 1993 letter
to you, Roy F. Weston, Inc. (WESTON) has been investigating
the various actions set forth in your ]etter of January 26,
1993. Agro Environmental Services (ACRO) is providing
overall project coordination for 'Triple E Produce, and thus,
has been requested to respond to the Regional Board regarding
the groundwater remediation program at the Triple E Produce
Facility.
As you are aware, WESTON' s February 24 submittal to the
Regional Board requested a time extension until March 30,
1993 in order to respond to your. January 26 letter. Triple E
has been diligently working with its consultants in an effort
to respond within the time provided by the extension.
Unfortunately, the complexity of the issue, coupled with the
principals of Triple E being located in Vlorida for winter
operations, has not permitted a response to the Regional_
Board until now.
In order to address the Regional Board's concerns, Triple E
requested WESTON to research and prepare preliminary
engineering sufficient to develop a conceptual cost estimate
for installing and operating various coltiC19uratians for a
groundwater remedial system for the Tracy facility.
Treatment alternatives considered installation and first-year
operating costs, including ongoing operational costs for an
assumed treatment period of 5 years. The treatment addressed
implementation of a ,full containment" program as requested
by the Regional Board as well as a "source control" program
originally proposed by WESTON. Both treatmeat alternatives
emphasized efficacy, reliability (expressed in termu of
maximum on-line service) and flexibility. `
w
Based on the WgSTON assessment, the source Control
alternative is estimated to cost $458,500 . The Full
Containment alternative is estimated to cost $967, 700. c>J
R? `'1'"r
..
";—IT.
-
5651 North Pershing Ave_■ Suite C-3 ■ Stockton,California 9S207
(209)474-1492 ■ FAX 1209!478-1716
