(Condor) dated April 14, 2005. In that letter(attached) Condor, on behalf of Triple E
Produce, requested you provide written concurrence that monitor well MW-7 is not needed to monitor
groundwater quality under Waste Discharge Requirements Order No. 99-123. You requested that we
provide a signed letter and reissue the map showing the relationship of MW-7 to the discharge area
regulated under Order No. 99-123.
Regulatory Background
Triple E received a "No Further Action Required" letter from Antonia Vorster, Groundwater Cleanup
Manager dated 25 March 2005, which provides that if Triple E Produce and the Non-Chapter 15 Section
of the Regional Board determine that MW-7 is not needed, Triple E may proceed with permitted
destruction of the well in accordance with San Joaquin County procedures. Mr. Mike Infurna, San
Joaquin County Health Department, was copied on the letter from Ms. Vorster and contacted Triple E on
June 13,2005 requesting information on the status of closure plans for the well.
Well MW-7 was part of a groundwater remediation and monitoring network of nine monitor and
extraction wells regulated under Order Nos. 96-118, 5-01-873, and R5-2003-0806. The Regional Board
directed seven other wells in the aquifer remediation project to be destroyed in 2002, but MW-7 was
retained for a limited period of monitoring to assure adequate remediation had been achieved. Well MW-
1 was also retained because it was the groundwater monitoring point specified in Order No. 99-123 that
regulates current permitted discharges of wash water.
Well MW-7 and New Site Map
Well MW-7 is located 2,508 feet down gradient from well MW-1 and 3,400 feet down gradient of the
wash water spray discharge area. The attached scaled aerial photograph shows the relationship between
these wells, the treatment plant and the spray field. Also shown is the consistent groundwater gradient
collected over 10 years of groundwater monitoring under previous Orders. Well MW-7 is of no practical
use in monitoring current wash water discharges due to the long distance down gradient from the
monitored spray field. Details of well construction are provided in Table 1.
