This report was prepared by Condor Earth Technologies, Inc. <br /> (Condor) at the request of Triple E in response to the Waste Discharge Requirements Order No. <br /> 99-123 issued on September 17, 1999. <br /> According to data provided to Condor, the treatment plant was operated with effluent that <br /> exceeded the daily maximum and monthly average limitations for chloroform. No build-up of <br /> chloroform in the subsurface soil was detected in a soil sample collected by Triple E and reported <br /> by BSK Laboratories. Chloroform concentration in a groundwater sample at MW-1 increased <br /> from the previous year; however, the sample may not have been representative of groundwater <br /> because the well could not be adequately purged due to low groundwater.
