This report was prepared at the request of Triple E in response <br /> to the Waste Discharge Requirements, Order No. 99-123 issued on September 17, 1999. We <br /> submit this on behalf of Triple E to maintain compliance with the above Order, and within the <br /> 30-day extension to the reporting deadline granted by you on January 2, 2001. <br /> According to data provided to Condor, the treatment plant was operated within normal operating <br /> range and effluent did exceed the daily maximum specification for chloroform at the time of <br /> sampling. No build-up of chloroform in the subsurface soil was detected in soil samples <br /> collected by Triple E and reported by A&L Western Laboratories. Quarterly chloroform <br /> concentration results of down-gradient groundwater samples are elevated above background; <br /> however, a causal link to treatment plant effluent cannot be established because of the subsurface <br /> soil sampling results and because the well was previously impacted from recharge of treated <br /> groundwater in the aeration pond.
