Box 239
Tracy, CA 95378
DRAFT MONITORING AND REPORTING PROGRAM,TRIPLE E PRODUCE, TRACY, SAN
JOAQUIN COUNTY
Waste Discharge Requirement (ADR) Order No. 96-118 regulates the discharge of extracted
groundwater to an aeration pond. Contaminated groundwater was pumped from two extraction wells
and discharged into an aeration pond for evaporation and percolation. In a 8 May 2000 letter, Board
staff recommended discontinuing groundwater extraction activities to observe trihalomethane (THM)
concentration response. Triple E Produce (Triple E) shut down the groundwater extraction system in
May 2000. Since May 2000, THM concentrations have remained steady or decreased.
Since Triple E no longer plans to discharge to the aeration pond, we intend to place recission of WDR
Order No. 96-118 on the Board's 19 October 2001 agenda. If Triple E were to restart groundwater
extraction, a new ADR would be needed.
Continued monitoring is necessary to track trends in groundwater concentrations and determine if
additional remedial measures are needed. Attached for your review and comment is a draft Monitoring
and Reporting Program (MRP). This replaces MRP No. 96-118. By 30 October 2001, please provide
comments to the draft MRP along with the third quarter groundwater monitoring report.
If you have any questions about this letter, you may contact me at (916) 25 5-3 119 or by email at
lewisd(a)rb5s.swrcb.ca.gov.
DEVRA LEWIS
Environmental Scientist
Attachment
cc: Mr. Mike Infuma, San Joaquin County Health Department, Stockton
Mr. Michael Campos, Washburn, Briscoe &McCarthy, Sacramento
Mr. John Kramer, Condor Earth Technologies, Sonora
California Environmental Protection Agency
(0 Recycled Paper
The energy challenge facing California is real.
