r.r -Ago,
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO. 5-01-
FOR
TRIPLE E PRODUCE CORPORATION
TRACY, SAN JOAQUIN COUNTY
Triple E Produce Corporation (Triple E) is a fresh tomato packing company at 8690 West Linne Road
in Tracy(site). Wash water from the processing plant was discharged to an infiltration pond which
resulted in the contamination of trihalomethanes (THM). In 1996, Triple E began extracting THM
contaminated groundwater from two extraction wells and was discharging it to an aeration pond. The
extraction of groundwater ceased in May 2000.
This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the California
Water Code and is designed to delineate groundwater contaminant plumes and determine whether
remediation efforts are effective. The Discharger shall not implement any changes to this MRP
unless and until a revised MRP is issued by the Executive Officer. This MRP replaces the
requirements listed in MRP No. 96-118, which was issued on 3 May 1996.
Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall
submit plans and specifications to the Board for review and approval. Once installed, all new wells
shall be added to the monitoring program and shall be sampled and analyzed according to the
schedule below.
GROUNDWATER MONITORING
As shown on Figure 1, there are seven monitoring wells and two extraction wells. The groundwater
monitoring program for the nine wells and any wells installed subsequent to the issuance of this
MRP, shall follow the schedule below. Monitoring wells with free phase petroleum product or
visible sheen shall be monitored for product thickness and depth to water only. The volume of
extracted groundwater also shall be provided in quarterly monitoring reports. Sample collection and
analysis shall follow standard EPA protocol.
EPA Analytical Max.Detection Sampling
Constituents Method Limit' Frequency
Depth to Groundwater --- --- Quarterly
Total Trihalomethanes 502.2 0.5 µg/l Quarterly
Total Dissolved Solids 160.1 10 mg/l Quarterly
Standard Minerals Various Various Annually,
1 For nondetectable results.
2 Standard Minerals will include ammonia, bicarbonate, boron, calcium, carbonate, chloride, electrical conductivity, iron,
magnesium,nitrates,pH,phosphorous,potassium, silica,sodium, sulfate,total dissolved solids,and total hardness.
, Collected during the second quarter.
REPORTING
When reporting data, the Discharger shall arrange the information in tabular form so that the date, the
constituents, and the concentrations are readily discernible. The data shall be summarized in such a
manner as to illustrate clearly the compliance with this Order. In addition, the Discharger shall notify
