The amendment, in
combination with your 15 January 1999 Technical Report, Alternative Methods for Treatment of
Groundwater, satisfies the request for a technical report in the Notice of Violation issued on 1 December
1998. Alternative 5 entails extracting groundwater at the present rate while diverting as much flow as
reasonably possible to the plant treatment facility, thereby reducing the discharge to the aeration pond.
Please implement Alternative 5 by 17 May 1999 and notify us when it is in place. The 1999 Annual
Report shall include an evaluation of its effectiveness.
4•
Groundwater monitoring requirements stipulated in Order No. 90-142 and duplicated in Order No. 96-
118 may be satisfied by submitting quarterly groundwater monitoring reports in compliance with Order
No. 96-118.
