1.0 INTRODUCTION <br /> The subject property is located at 1130 North Main Street in Manteca, California. The site is <br /> currently occupied by a Jiffy Lube service station. The purpose of BSK&Associates' (BSK's) <br /> investigation will be to collect soil and groundwater samples from beneath the former waste oil <br /> underground storage tank(UST). BSK anticipates the direct push boring will be advanced to a <br /> depth of approximately 20 feet. The proposed investigation has been detailed in the workplan. <br /> Noise and waste oil constituent exposures may be encountered at this site. Noise levels will not <br /> be monitored; personnel will wear hearing protection as described in Section 5.3. <br /> Skin contact with potentially contaminated soil or water will be minimized by wearing personal <br /> protective clothing(as described in Section 7.0). As direct push drilling creates minimal drill <br /> cuttings, drilling operations are not expected to generate a sustained visible dust cloud. If <br /> necessary, a water mist will be applied to reduce dust generation. Inhalation of vapors during <br /> drilling and sampling is not expected to be significant due to the relatively low concentrations of <br /> waste oil constituents expected to be encountered. Ingestion of contaminated materials will be <br /> minimized by good personal hygiene during decontamination. <br /> 2.0 PURPOSE OF HEALTH AND SAFETY PLAN <br /> The purpose of this plan is to assign responsibilities, establish personal protection standards and <br /> safety procedures, and provide for contingencies that may arise during project operations at the <br /> site. This plan complies with,but does not replace, Federal Health and Safety regulations as set <br /> forth in 29 CFR 1910 and 1926, California Health and Safety Regulations as set forth in Title 8, <br /> California Code of Regulations, and guidance established by the California Department of Health <br /> Services. This plan is to be used by BSK personnel as a supplement to such rules, regulations, <br /> and guidelines. <br /> 3.0 APPLICABILITY OF THE PLAN <br /> The provisions of this plan are mandatory for on-site BSK employees engaged in hazardous <br /> material management activities including but not limited to initial site reconnaissance, <br /> preliminary field investigations,mobilization,project operations, and demobilization where <br /> waste oil is the expected, sole contaminant, and invasive work is limited to direct push drilling. <br /> Changing or unanticipated site conditions may require modification of this site safety plan to <br /> maintain a safe work environment. Modifications to the plan should be recorded in field notes; <br /> under no circumstances will modifications to this plan conflict with federal, state, or local health <br /> and safety regulations. <br /> BSK is providing a copy of this Health and Safety Plan to a representative of each site contractor <br /> (in compliance with 29 CFR 1910.120(b) (15))to inform contractors of site hazards.
