The 91 STP sump sensor was laying on its side in over 50 gallons of liquid and not located to detect a leak at the earliest opportunity. The sensor passed functionality testing during the monitoring certification. Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated upright to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a leak at the earliest opportunity. This is a Class II violation. 309 CCR 2636(f)(1) Monitoring in sump/ UDC failed to activate an audible and visual alarm or stop the flow product. The Bravo box float and chain in UDC 7/8 (north) and 5/6 (north) failed to stop the flow of product at the dispenser when tested. All monitoring equipment shall be maintained to activate an audible and visual alarm or stop the flow of product at the dispenser when it detects a leak. The service technician adjusted the chain(s) and verified functionality. This was corrected on site. This is a repeat violation, Class II. 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). Liquid was observed in the 91 STP sump. If water could enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician removed over 50 gallons (approximately 16 inches) of liquid from the 91 STP sump. Ensure that all sumps and annular spaces are maintained free of liquid. This was corrected on site. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by June 29, 2018. Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if applicable), and the Owner Statement of Designated Operator Compliance.
