Quarterly Update - First Quarter 2009 ,� 4 <br /> FAST AND EASY MART <br /> 244 West Harding Way,Stockton, California <br /> Dear Ms. Lagorio: <br /> On behalf of Mr. Mike Ali, Advanced GeoEnvironmental, Inc. (AGE) has prepared this letter to <br /> inform the San Joaquin County Environmental Health Department (EHD) no field work was <br /> conducted at 244 West Harding Way,Stockton,California(site)during the first quarter 2009,except <br /> for the disposal of non-hazardous purge water. On 10 February 2009, approximately 55 gallons of <br /> non-hazardous purge water was pumped from on-site 55-gallon drums. Purge water was generated <br /> during ground water monitoring events.Pumping,disposal and treatment was completed by In Strat, <br /> Inc. of Rio Vista, California. A copy of the waste disposal manifest is included in Appendix A. <br /> A quarterly ground water monitoring event was not performed during the first quarter 2009 at the <br /> site due to the current status the State of California Underground Storage Tank Cleanup Fund <br /> (USTCF), which funds the site's environmental cleanup. As EHD may be aware, the USTCF has <br /> suspended Mr. Ali's claim until further notice because of funding and management issues. A <br /> reimbursement request submitted in November 2008 for Mr.Ali totaling approximately$10,000 are <br /> presently in suspension at the USTCF. The USTCF has notified all claimants payment of <br /> reimbursement requests are delayed beyond "historical time periods". It is unlikely Mr. Ali will <br /> receive any reimbursement monies for at approximately 30 months. <br /> Mr. Ali does not have the financial capabilities to continue quarterly ground water monitoring <br /> activities at the site until Mr.Ali can receive reimbursement from the USTCF.Therefore,on behalf <br /> of Mr. AIi, AGE is requesting a suspension of quarterly ground water monitoring activities (wells <br /> MW-I through MW-3)at the site until the fourth quarter 2009. In lieu of monitoring and sampling <br /> of wells,a quarterly status report in letter form for field work conducted at the site will be submitted <br /> for the first,second and third quarters of 2009. Additionally,AGE is requesting an extension of the <br /> deadlines for EHD-directives to install additional ground water monitoring wells until the fourth <br /> quarter 2009. <br /> 8{'?
