Harding Way <br /> Stockton, CA 95202 <br /> On October 20 , 1994, the Technical Review Committee (TRC) of the <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS-EHD) met to comment on the August 30 , 1994 "Closure <br /> Summary Report" submitted by your consultant, Geological Audit <br /> Services, Inc . The evaluation of the potential threat to <br /> groundwater from the residual soil contamination beneath the <br /> northern sidewalk and Harding Way was discussed. <br /> The following items detail the findings of the TRC. <br /> It is the decision of the TRC that no further subsurface <br /> investigation is required for onsite or offsite areas . <br /> The TRC has also decided that no remediation is required for soil <br /> or groundwater contamination determined to still be in place on <br /> and offsite . <br /> Prior to PHS-EHD recommending site certification/closure to the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB) as <br /> required on all groundwater sites, the TRC will require a revised <br /> Closure Summary Report . <br /> Please submit a fate and transport computer generated model (ie, <br /> SESOIL, EPA V-leach, etc. ) for residual soils both on and offsite <br /> that will show the time and level of petroleum contamination that <br /> can be expected to impact groundwater in the future . <br /> The TRC also indicated that an evaluation of the efficiency of <br /> the modeling is required and the cost effectiveness of any <br /> remediation for residual soils and groundwater should also be <br /> discussed and evaluated. <br /> With the addition of these requested items, PHS-EHD will be able <br /> to better evaluate both existing conditions of the site and the <br /> possibility of any future threat to the beneficial uses of the <br /> groundwater beneath the site. <br /> A Ui%ision of San Joaquin County Health Care Services <br />
