Excavate approximately 5.12 cubic yards of soil in a 43-foot long by 14-foot wide by 23-foot deep
excavation.
2. Remove approximately 18,000 to 36,000 gallons of groundwater expected to gather in the
excavation.
3. Excavated soil will be stockpiled and characterized for either disposal to off-site facilities or reuse
on site if the soil is clean.
4. Shoring will be erected for the excavation.
COMMENTS AND CONDITIONS:
1. Increase proposed depth of the excavation to 25 feet;thus increase the amount of soil to be
removed to 557 cubic yards.
2. Increase the corresponding amount of groundwater to be removed.
3. Sample one sidewall and one bottom soil sample every 20 feet. Additional soil samples may be l
required based on field data and agreement from EHD staff on site.
4. Soil to be disposed must meet accepting facility requirements.
5. Obtain discharge permit from City of Stockton Department of Municipal Utilities before disposal
of groundwater to City of Stockton sanitary system. The levels of contamination must meet City
of Stockton requirements. Submit permit to EHD.
6. EHD recommends implementing this work as soon as possible to take advantage of the closure
of the roads in the local area beginning April 18,2004.
REASONS FOR DISAPPROVAL OF THE WORKPLAN(H&S 25299.37,subd.(C)(3).):
1. Placement of oxygen releasing compound(ORC)is not approved. Currently no site in San
Joaquin County has been closed as a result of ORC remediation. The cost of ORC is not
justified since the effectiveness of ORC as a remediation technology for petroleum-impacted
groundwater has not been demonstrated in San Joaquin County. ORC is not an adequate and
necessary element of the work plan.
DATED April 16.2004 BY
C: Treadwell&Rollo— David Dixon,RG
C: RWQCB,Central Valley Region—James L.L.Barton,RG
C: Department of Toxic Substance Control—Jerry Lile
V
