Treadwell&Wlo <br /> 2.0 SITE DESCRIPTION AND BACKGROUND <br /> 1 The Site is part of the Banner Island Redevelopment Project, which includes the area north of the <br /> Stockton Channel bounded by North Lincoln Street to the west, West Fremont Street to the north <br /> ' and Commerce Street to the east Environmental issues associated with the Banner Island <br /> Project are being overseen by the by the California Department of Toxic Substances Control <br /> (DTSC) The San Joaquin County Environmental Health Department (SJCEHD) is continuing to <br /> oversee four areas with underground storage tank (UST) releases at the Banner Island Project, <br /> including the Carando Site, under their local oversight program (LOP) <br /> Until March 2004, the Site was covered by several buildings with a walk-through interior <br /> During March 2004 the buildings were demolished in preparation for redevelopment Prior to <br /> the City's purchase, the Site was operated by the Carando Machine Works as a machine shop <br /> Buildings in the southern half of the Site were constructed between 1920 and 1950 Aerial <br /> photographs and Sanborn maps show a gas station pump and service station in the northwest area <br /> of the Site from at least 1950 until the late 1960's The approximate locations of the former <br /> service station and pump islands are shown on Figure 2 Additionally, the location of two <br /> sumps, which may have been used as degreasing dip tanks, and two equipment pits are shown on <br /> Figure 2 From the late 1960's on, the entire Site has been occupied by buildings operated by <br /> Carando Machine Works <br /> On 27 June 2003, Advanced GeoEnvironmental (AGE) conducted a groundwater investigation <br /> of the Site for the City of Stockton prior to the City's purchase of the Site The results of that <br /> investigation are discussed in Section 3 0 <br /> 3.0 SITE GROUNDWATER CONDITIONS <br /> Although no monitoring wells are present at the Site, groundwater monitoring at adjacent and <br /> nearby sites indicate a northeasterly groundwater flow direction at the Site Groundwater is <br /> generally encountered in wells near the Site at approximately 17 to 19 feet below ground surface <br /> 2 <br /> ' 25971013 DGD 12 April 2004 <br />
