triuinrli rax:3�anaii aep io !x+ r 7:) r.uz <br /> Carl and Muriel Yearing <br /> 1062 Rodeo Road <br /> Pebble Beach, CA 93953 <br /> HE: ENVIRONMENTAL RESTORATION ACTIVITIES <br /> 521 NORTH CHEROKEE LANE, LODE, CALIFORNIA <br /> SITE CODE: 1324 <br /> Dear Mr. and Mrs. Yearing: <br /> This letter is being sent to address the request by San Joaquin County's Public Health <br /> Services/Environmental Health Division (PHS/EHD) for a workplan to remove the free <br /> product found in monitoring well MWA3 'to the maximum extent practicable." <br /> In March and again in August 1994, 1 measured the thickness of the free <br /> productrimmiscible layer (FPI at MW#3 at O.03 feet (approximately 1/8-inch). 1 did <br /> not recommend FP removal in my initial sampling report because it was my <br /> professional opinion that conventional removal (bailing, skimming, etc.) of a FP layer <br /> 0.03 feet thick is not practicable. However, based on the regulatory request, I have <br /> contacted several professional associates for their opinions. Based on these <br /> discussions, my professional opinion remains unchanged. <br /> It is my opinion that FP removal (given the measured thickness) should be performed <br /> using the remediation system (e.g. vapor extraction potentially combined with air <br /> sparging) which will ultimately be installed at this site. Prior to system installation, <br /> site characterization will need to be completed such that a feasibility study can be <br /> performed and a Remedial Action Plan (RAP) produced. Following the RAP and the <br /> required bidding of the remediation phase of the project, a system will be installed <br /> which should eventually remediate both the soil and groundwater at this site. <br /> I have obtained the permit application mentioned in the PHS/EHD letter; and, I am <br /> currently working to obtain the necessaryaccess agreement and encroachment permit <br /> so that the scope of work outlined in the March 15, 1994 workplan can be performed. <br /> Z7, <br /> iti.=n rFo( <br /> Dana W.
