Lockeford Street <br /> Lodi, CA <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has been requested to write a letter of clarification to your agency concerning the <br /> investigation and remediation of the contamination resulting from a release of diesel <br /> from above ground storage tank formally operated at the above referenced site. <br /> On August 31, 1994, PHS/EHD received a copy of a letter (copy enclosed) from your <br /> agency dated August 29, 1994, which was in response to submission of a proposal for <br /> remediation of diesel contaminated soil at the above site. The letter stated that <br /> technical oversight of the case would not be provided at that time, by your agency, but <br /> that reports and letters concerning the cleanup work should be provided to your agency. <br /> According to a work plan in the PHS/EHD file, titled "Work Plan For Waste Oil Tank <br /> Removal and Subsurface Soil Remediation", during the April 1994 removal of concrete <br /> structures within the above ground tank containment area, a waste oil underground <br /> storage tank (UST) was found. The UST was removed on September 28, 1994, under <br /> permit and inspection of PHS/EHD. The soil beneath the waste oil UST was <br /> contaminated. PHS/EHD staff observed the excavation of contaminated soil from the <br /> area where the waste oil UST and the above ground tank were located. PHS/EHD staff <br /> witnessed confirmation soil sampling of the excavated area on October 20, 1994. <br /> After review of the `Report For Waste Oil Tank Removal and Diesel Contaminated Soil <br /> Remediation" dated December 1994, PHS/EHD wrote a letter (copy enclosed) dated <br /> January 30, 1995, stating that additional investigation and/or remediation of the tank <br /> area was not warranted. A copy of that letter was sent to your agency. Since PHS/EHD <br /> has never received comment from your agency, the above ground tank portion of the <br /> investigation has remained active on the PHS/EHD contaminated site database. As part <br /> of the process of selling the property, a Phase I report was prepared and it indicated the <br /> site was still open for the release of diesel from the above ground storage tank. <br /> A Division of San Joaquin County Health Care Services <br />
