WOOD CONSTRUCTION
YARD,LODI, SAN JOAQUIN COUNTY
I have reviewed the 16 November 1999 Site Closure Report, Former Claude C. Wood Construction
Yard, 681 East Lockeford Street, Lodi, prepared by your consultant, Secor International. The report
details the excavation and confirmation sampling which took place in 1994 at the locations of former
aboveground diesel storage tanks and an underground waste oil storage tank. San Joaquin County
oversaw the work at the time it was performed and issued a"no further action" (NFA) letter dated
30 January 1995. However, that letter covered only the underground tank and did not specifically
mention the aboveground tanks. Since these tanks were in the same location and the excavation
removed soil contaminated with waste oil and diesel,I concur with the County's 1995 determination
that the"source removal adequately protects the present and future beneficial uses of groundwater."
This includes both the aboveground and underground tanks.
Based on the above information,no further action is required at this site. Nothing in this
determination shall constitute or be construed as a satisfaction or release from liability for any
conditions or claims arising as a result of past, current, or future operations at this location. Nothing
in this determination is intended or shall be construed to limit the rights of any parties with respect to
claims arising out of or relating to deposit or disposal at any other location of substances removed
from the site. Nothing in this determination is intended or shall be construed to limit or preclude the
Board or any other agency from taking any further enforcement action.
This letter does not relieve you of any responsibilities mandated under the California Health and Safety
Code and the California Water Code if existing, additional, or previously unidentified contamination at
the site causes or threatens to cause pollution or nuisance or is found to pose a threat to public health or
water quality. Changes in land use may require further assessment and mitigation.
California Environmental Protection Agency
