The facility is a petroleum bulk plant containing both ALTs <br /> and underground storage tanks (USTs). Older USTs were removed in 1989. According to the <br /> information in the case file of the Regional Water Quality Control Board, Central Valley Region <br /> (Regional Water Board), Valley Pacific Petroleum Services, Inc (Valley Pacific) owns and <br /> operates the Site. <br /> Petroleum hydrocarbon contamination of soil and groundwater was discovered with the <br /> installation of monitoring well MW-1 in 1985. Subsequent soil and groundwater investigations, <br /> including the installation and monitoring of 13 additional groundwater monitoring wells, have <br /> confirmed the presence of petroleum hydrocarbons beneath the Site. The petroleum <br /> hydrocarbon plume remains undefined at the eastern Site boundary. <br /> The highest dissolved concentrations of constituents of concern (COCs) have historically been <br /> detected in MW-7. The highest concentrations of CDCs detected during October 2007 and <br /> January 2008 are shown in the following table below.
