Mr. Nathan Crum - 3 - 25 July 2007 <br />Valley Pacific Petroleum Services, Inc. <br />groundwater monitoring has been conducted since 1995. However, the groundwater <br />pollution is not defined to the north and east of the source area, SPH is present in MW -8 <br />and MW -9R, and TPHg, benzene and MTBE concentrations in MW -6R showed dramatic <br />increases in 2006. The TPHg, benzene and MTBE exceed, by one to four orders of <br />magnitude, the water quality objectives (WQOs) for these contaminants, which are 5 pg/L, <br />1 pg/L and 5 pg/L, respectively. The pollution emanating from this Site has degraded the <br />waters of the State which need to be cleaned up to background levels or to the lowest <br />levels that are technically and economically achievable and which comply with all <br />applicable WQOs. <br />Therefore, we request that by 4 September 2007, Valley Pacific submit a Feasibility Study <br />(FS) Work Plan to evaluate and select a technically and economically feasible method to <br />clean up the soil and groundwater at this Site. The FS work plan must include provisions <br />for defining the extent of soil contamination and groundwater pollution north and east of the <br />source area by installing wells in this area.
