CrLITY, - I n' <br />JOA QUIN COUNTY (Case # 143 0) <br />0(!" <br />Gray Davis <br />Governor <br />We have reviewed the proposed plan to close Pond 2 submitted on your behalf by Foothill Engineering <br />on 25 July 2001. Thank you for your submitting the closure plan. Pond 2 is an abandoned, pre -Chapter <br />15, infiltration pond that has contributed to groundwater pollution. Elevated concentrations of salts <br />remain in soil beneath the pond. The closure plan is part of the remediation effort to cleanup -polluted <br />groundwater and is undertaken under the provisions of State Water Resources Control Board Resolution <br />No. 92-49. We have the following comments concerning the plan: <br />1. We concur with the basic plan as presented. <br />2. Prior to starting construction, a demonstration must be submitted that the proposed closure will <br />protect water quality by preventing leaching from soils beneath the pond. Staff cannot approve a <br />closure plan for this site under the provisions of Resolution 92-49 without this demonstration. <br />3. Within 90 days of completion of closure construction, a closure report prepared by a professional <br />engineer or geologist registered in the state of California must be submitted. The closure report <br />at a minimum must include the following: <br />a. Document the construction work that was done to close Pond 2, <br />b. Document results of all compaction and infiltration tests and show that they meet or <br />exceed design criteria, <br />c. As -Built drawings for the pond area showing the final drainage pattern, <br />d. Document that restrictions have been placed on the property deed that will preclude <br />irrigated agriculture or development of water holding structures in the area of Pond 2. <br />Please submit the demonstration addressed in item 2 above by 31 October 2001.
